Business continuity management explained

Cyberattacks, IT outages, supplier failures, extreme weather, and pandemics have all shown how quickly normal operations can stop.

The organizations that recover best are rarely the ones that were lucky. They are the ones that prepared.

ISO 22301 is the international standard that helps organizations prepare for, respond to, and recover from disruptions in a structured way.

This guide explains what ISO 22301 is, how a business continuity management system works, its key requirements, and how professionals can build expertise in it.

What is ISO 22301?

ISO 22301:2019, Security and resilience – Business continuity management systems – Requirements, specifies requirements for implementing, maintaining, and improving a business continuity management system (BCMS).

A BCMS is the set of policies, processes, roles, and resources an organization uses to make sure it can keep delivering its most important products and services at an acceptable level during a disruption, and recover within acceptable timeframes.

ISO 22301 applies to organizations of any size and sector, and organizations can be certified against it by an accredited certification body.

Why business continuity matters

Disruptions are no longer rare events. Organizations depend on complex IT systems, cloud services, and long supply chains, and a failure in any one of them can halt critical activities.

Business continuity is also increasingly expected by regulators and customers. The EU’s NIS 2 Directive requires business continuity measures such as backup management, disaster recovery, and crisis management, and DORA requires financial entities to maintain ICT business continuity and response and recovery plans.

A recognized framework such as ISO 22301 helps organizations meet these expectations in a consistent, demonstrable way.

How ISO 22301 is structured

ISO 22301 follows the same high-level structure as other ISO management system standards, such as ISO/IEC 27001 and ISO 9001, which makes integration easier. Its requirements are organized into clauses covering:

  • Context of the organization – understanding internal and external issues, interested parties, and the scope of the BCMS
  • Leadership – top management commitment, policy, and roles
  • Planning – addressing risks and opportunities and setting business continuity objectives
  • Support – resources, competence, awareness, communication, and documented information
  • Operation – the core business continuity activities
  • Performance evaluation – monitoring, internal audit, and management review
  • Improvement – nonconformities, corrective actions, and continual improvement

Together, these follow the Plan-Do-Check-Act cycle, so business continuity becomes an ongoing management process rather than a one-time project.

Key elements of a business continuity management system

Business impact analysis

The business impact analysis (BIA) identifies the organization’s prioritized activities and the impact of disrupting them over time. It is used to set recovery priorities and timeframes, such as how quickly each activity must be resumed.

Risk assessment

A risk assessment identifies the risks of disruption to prioritized activities and the resources they depend on, such as people, facilities, technology, information, and suppliers.

Business continuity strategies and solutions

Based on the BIA and risk assessment, the organization selects strategies and solutions to protect prioritized activities, reduce the likelihood and impact of disruption, and recover within the required timeframes.

Business continuity plans and procedures

Plans define how the organization will respond to a disruption: who does what, how incidents are escalated, how people and stakeholders are informed, and how activities are recovered.

Exercising and testing

Plans only work if they are tested. ISO 22301 requires a program of exercises and tests to validate the strategies and plans, followed by reviews and improvements.

Benefits of ISO 22301

  • Greater resilience – faster, more coordinated responses to disruption
  • Protection of reputation and revenue – critical products and services keep running
  • Regulatory alignment – a structured way to support requirements in regulations such as NIS 2 and DORA
  • Customer and partner confidence – certification provides independent evidence of preparedness
  • Better understanding of the organization – the BIA reveals critical dependencies that are often overlooked

ISO 22301 and related standards

Several standards support or complement ISO 22301:

  • ISO 22313 provides guidance on applying the requirements of ISO 22301.
  • ISO/IEC 27001:2022 covers information security, including information security continuity.
  • ISO 31000 provides guidelines for risk management.

Many organizations integrate their business continuity and information security management systems to reduce duplication.

Business continuity, disaster recovery, and crisis management

These three terms are often used interchangeably, but they are not the same:

  • Business continuity keeps the organization’s prioritized activities running, or resumes them quickly, during and after a disruption.
  • Disaster recovery focuses on restoring IT systems, data, and infrastructure.
  • Crisis management covers how leadership makes decisions and communicates during a serious, often unpredictable situation.

A mature BCMS connects all three, so that technical recovery, operational continuity, and leadership decisions work together.

How to get started with ISO 22301

  • Secure top management support and define the scope of the BCMS.
  • Run a business impact analysis to identify prioritized activities and recovery timeframes.
  • Assess the risks that could disrupt those activities.
  • Choose strategies and write plans that are clear, practical, and owned by named people.
  • Exercise and test the plans, starting small and increasing realism over time.
  • Review and improve through internal audits and management reviews.

Who should learn ISO 22301?

ISO 22301 knowledge is valuable for business continuity managers, risk and compliance professionals, IT and information security managers, operations managers, consultants, and auditors.

It is particularly relevant for professionals in sectors where operational resilience is regulated or business-critical, such as finance, healthcare, energy, telecommunications, and public services.
